
A device that watches over the bedrooms of older adults has entered the health insurance benefit list. The announcement that Lanix's AI care sensor, an activity detection system, was selected as an eligible item in the National Health Insurance Service's open call for items in the third preliminary benefit pilot program for welfare equipment came on January 29. From that same day, beneficiaries can use the device with a 30% out-of-pocket payment. Public funding has been attached for the first time to an arrangement in which a machine shares part of the caregiving load.
The application process was not brief. Applications opened on October 27, 2025, and items had to pass the first and second evaluations by the preliminary benefit expert council and then price negotiations in turn. The name preliminary benefit itself carries the meaning of being conditional. It is a way of attaching benefit coverage for a set period to senior-friendly products whose safety and suitability have been confirmed but whose effectiveness has not been confirmed to the degree that would justify spending public funds.
Whether to move an item to full benefit coverage is decided later, based on records accumulated during actual use. Which indicators will be used for verification and when the transition will occur both remain undecided. This selection is closer to a test bed than an endpoint.
What the device does is specific. It detects, without a camera, whether an older adult who spends time in bed is lying down at the moment or has gotten up before dawn and is moving around the room. It measures heart rate and breathing to check sleep status, and sends an alert to prevent bedsores when the same posture continues for too long. It was built by applying the radar technology of rear seat alert systems, which check whether a child has been left in the back seat of a vehicle, and adding edge AI that processes data within the device.
There have also been changes on the emotional care side. A case emerged in which an AI care robot was designated as welfare equipment under long-term care insurance for the elderly, and it is the first time a machine that speaks has entered a list previously centered on objects that physically support the body, such as walkers, wheelchairs, and bedsore prevention mattresses. "Hyodol," a representative product, converses in real time, gives medication reminders at times set in an app, and contacts a guardian when its hand area is pressed for more than three seconds. Kwon Chan, 93, spends his days with this robot.
As evidence supporting its effectiveness, a study of 169 older adults living alone who used care robots is cited, finding that depression decreased and quality of life improved. The details of the study design are outside the scope of what has been made public. On costs, the price of one robot at the time of the pilot program was 1.1 million won, and the annual welfare equipment limit for one older adult is 1.6 million won. This also means that bringing in one unit directs a substantial share of that year's limit toward it.
Other voices emerged the same week. Regarding the AI smart home-based care project being pursued by the Ministry of Health and Welfare, a question was raised on January 27 asking whether people with disabilities are included among those eligible. Two days later, the ministry put forward a policy plan for care using AI and technology, and discussion of AI welfare equipment covering both fall detection and medication management continued the same day.
It is hard to see expansion and exclusion as having occurred separately within a single week. While the blueprint for expansion was being drawn, the question of who would end up outside that line was asked alongside it.
This question carries weight because the threshold for technological care does not lie in the price of the device alone. Conditions such as benefit eligibility, age and grade criteria, and application routes determine who actually passes through. A sensor that reads the posture of a person confined to bed would also be of considerable use to users with disabilities, and how that access route is currently structured can be confirmed only once the project details are released.
The immediate change is clear. From January 29, eligible beneficiaries can bring in a bedroom sensor by paying only 30%. The records accumulated over the following months will determine whether this device enters full benefit coverage. And whose nights will be included in those records depends on the project blueprint now being drawn.
